LONDON(Reuters)–---BritishGovernmentanti-smokingpostersfeaturingmenandwomenwithfishhooks(钓鱼钩)throughtheirmouthsattractedoneofthehighestnumbersofcomplaintstheadvertisingstandardswatchdoghaseverreceived.Nearly800complaintsweremadeaboutaseriesofposter,TV,newspaperandInternetadswhichmanyfeltwereoffensive.Anddistressing,particularlytochildren.
伦敦（路透社）---广告标准规范的监督机构接到历来投诉量最高之一的是英国政府反吸烟广告中哪些男女嘴上挂有钓鱼钩的海报。有近800个投诉是针对一系列的这种海报、电视、报章和网络广告，很多人认为它令人不快和难受，特别是孩童。

这是自2005年6月以来广告标准管理局所接到的最高数量投诉；当时是接到达1671份投诉肯德基广告中人们含着满嘴食物还在唱歌的广告，那是历来投诉的最高数。
“Theaveragesmokerneedsoverfivethousandcigarettesayear.Getunhooked,”thepostersreed.TheDepartmentofHealthhadcommissioned(授权)theanti-smokingadsinanattempttoshocksmokersintobreakingthehabit.
海报的内容是这样写的：“一般的烟民每年需要抽5000根香烟，解开上瘾的钩子吧！”这些反吸烟广告是经卫生部门授权的，希图冲击烟民戒掉烟瘾。
TheGovernmentsaiditbelievedpeoplewouldnotbeseriouslyoffendedbytheads,Particularlybecausetheyaimedtoprotectpeoplefromthedamagingeffectsofsmoking.Ithadtakenmeasurestoeasuretheposterswouldnotbeplacednearschools.Nevettheless,152peoplesaidthepostershadupsettheirchildren,TheASAunheldthosecomplaints,sayingtheposterscouldeasilybeseenbychildren.Itdidnothoweverconsidertheadswentagainstitsdecency,code(得体原则).
政府认为该广告不会严重冒犯人民，尤其是这些广告的目的是要保护人民免受吸烟的危害；政府已采取措施确保海报不会招贴在学校附近。尽管这样，还是有152人投诉该海报已使他们的孩子感到不安，广告标准管理局不认同这些投诉；该局说虽然儿童可以很容易看到这些海报，不过它们没有违反得体原则。
InaseriesofTVads,runbythegovernment,alongthe“hooked”.theme,menandwomenwereshowedbeingdraggedalongthefloorwithahookinsidetheircheek.TheASAreceived103complaintsfrompeoplesayingtheyupsetchildren.TheDepartmentofHealthhadimprovedtheimagesbyensuringthatthehookswerenotshowntopierce(穿透)theskinofcharacters,andaroundchildren’sprogrammes,theadshadbeenclearedbytheBroadcastAdvertisingClearanceCentre.
根据“上钩”的主题，政府在电视里播放了一系列的广告，内容体现有多名男女被人钩着面颊，趴在地上被拖着走。广告标准管理局接到103份投诉广告让他们的孩子感到心怵不安。卫生部也做了相应改善，确保不再展现铁钩穿透人物面颊的镜头，而且，在播放儿童节目时间前后也不放映该广告。该广告已获得广播广告批准中心通过。
