这句话对么 agree on和agree to可用于被动语态，但agree with和agree about不可用于被动语态。
agree on 和 agree about意思一样，都表示“就...有同样的看法”或“对...取得一致意见”；前者是正式用法，后者是口语用法。
理论上说，它们都可以用于被动语态，但是除了 be agreed on/about 外，包括 agree to 在内，很少见到被动用法。
2. agree的被动语态可以省略介词？
agree 有及物和不及物两种用法，上面的 agree on/about，agree to 和 agree with 都是不及物用法，而你拷贝来的两个句子中的 agree 都是及物用法。
作为及物动词，agree 的意思是“承认”或“认为…是正确的”，可以直接用名词作宾语，也可以跟 that 引导的宾语从句。
第一个句子的 the program was agreed 的主动语态为 people agreed the program，意思是“人们承认了这项计划”， “大家都同意了这项计划”翻译谁翻译时的变通。
第二个句子中的 it 是形式主语，也就是说 that another meeting wasnecessary 是主语从句，它是由 peopleagreed that another meeting was necessary，变成被动语态为that another meeting was necessary was agreed，再用形式主语 it 变为 it was agreed that anothermeeting was necessary
