This project is very easy to be accomplished
This sensor is namly EMG. To be specific, this board acts by measuring the filtered and rectified electrical activity of a muscle.
There are several typs of this. You can buy one from lots of factories. If you want to make one from PCB factories, I can send the Gerber File for you.
This board will directly transfer the analog signals to Arduino and simply READ this signals by Arduino AnalogRead. You can adjust this readed data to control your Robotic Arm.
