economies of scale 是规模经济，是指当生产规模扩大的时候， the cost of production 没有规模扩大的增长的多，也就是相比之下 cost减少了
trucking (haulage) industry 是属于K-capital inputs 而in the long run减少average cost则需影响l-labour。
所以trucking (haulage) industry 不能看成economies of scale.
