With the development of political, economic, cultural and technological globalization, government departments traditional way of administration is facing severe challenges. National government departments, community groups and individuals have on the existing public government conservative management model a strong desire to reform, with the aim to improve the level of government performance management. Chinese government in the 1980s, will also build efficient government as a major work of administration. The reform of public sector performance by the government and the community great attention. But the level of our performance management of government departments are still in the early stages of development, is not yet mature, but also a lack of strategic theoretical framework and tools for their professional guidance.
Balanced Scorecard provides a comprehensive evaluation system, which includes four dimensions: financial dimension, the customer dimension, a dimension of internal processes, learning and growth dimension, covering all dimensions of a comprehensive evaluation of government performance, effectively compensate for the current Government Performance Evaluation dimension does not sound defects.
